What does it take to rent a car?
All drivers must meet the renting location’s minimum age requirements, have a valid driver’s license, clean driving record, and present a major credit card in his/her own name at the time of rental. International renters/drivers must have a valid drivers license from renters/drivers country of origin, a valid international drivers license if the drivers license of origin is not in Roman alphabet. Payless requires written proof in English of liability insurance covering injury to third persons or their property and collision and comprehensive insurance covering any Payless vehicle while on rent.

How can I get a copy of my receipt or rental agreement?
If you rented within the past 30 days, please contact the location directly and provide the following:

  • Spelling of full name of renter
  • Mailing address and/or fax number where you want receipt to be sent
  • Dates of rental
  • Confirmation number

Please allow up to 72 hours for response.

 

Does Payless have a lost and found?
If you've left a personal item behind, please call the Payless location at the phone number listed on your rental agreement or find your location phone number. We recommend that you report your lost item immediately, as we can’t guarantee its return, but we’ll do our best to find it.

Accidents  

Immediately contact the police to complete an accident report and then notify the Payless rental location within 24 hours of the accident. In most incidents, you will need to return to the rental office to complete an accident report for Payless Car Rental’s records and your own. This report is for both parties’ protection, and is particularly important if you have purchased a waiver of damage.

Age

Renter must be 25 years of age unless specified otherwise in specific location’s policy. Underage Surcharge: where applicable by law, locations will charge an underage fee. Please refer to individual location policy. Keyword: AGE REQUIREMENTS

Additional Authorized Drivers
Additional drivers are allowed at most locations and there may be an additional fee if state law permits. They must meet the minimum age requirements, present a valid driver's license and credit card. All location policies that apply to the renter will also apply to the additional driver. Americans With Disabilities Act  

Payless locations provide rental services to accommodate all customers and comply with the stipulations of the Americans With Disabilities Act. Please call our toll free number (800-PAYLESS) and speak to a Customer Service Representative for any special equipment or requests. Reasonable advance notice is required; our usual need is 72 hours but this period may vary.

  • Hand Controls : Hand controls are available at no additional fee. Equipment varies between pull or push type. We may not be able to confirm a specific type.
  • Drivers for the blind or those whose equipment needs can not be met may drive a car as an Authorized Driver for the person for whom service is intended. The Authorized Driver must possess a valid driver’s license and be at least age 25, unless a lower age is required by state law. There is no fee for an Additional Authorized Driver under these circumstances. When making a reservation, the person with disability needs must identify him/herself as visually or physically challenged and that a driver is being provided. Both the person for whom the needs are requested and the driver must be present at the time of rental transaction.
  • Shuttle Services for Mobility Impaired: Some Payless offices do not operate a fixed-route courtesy shuttle service between an airport terminal and the rental office. At those sites wheelchair access transportation may be provided by a contracted company or an appropriate rental vehicle will be dispatched to the airport terminal.

Border Crossing
Rentals originating in the United States (USA) are not permitted to cross the borders of Canada or Mexico without written authorization from the renting location. If permission is granted by the renting location, additional rental qualifications may apply.

Cancellation Policy
 
Cancel notification must be received one hour prior to the scheduled arrival time.

CDW: Collision Damage Waiver

If you do not purchase Collision Damage Waiver, you are responsible for all damage to the rented vehicle. If you purchase Collision Damage Waiver, we will waive all, or a portion of, our right to collect from you for damage to the rented vehicle caused by collision or upset. The amount of your responsibility varies according to the type of vehicle you rent. We will not waive our right to collect for comprehensive losses such as fire, theft, vandalism, flood, hail, or acts of God. In addition there are other exclusions from Collision Damage Waiver. Please read the back of the Payless Rental Agreement for a complete list of exclusions.

CDW is optional; your personal auto policy may cover damage to the rented vehicle. If you are renting a truck larger than a pick-up truck, your personal auto policy may not cover the rented vehicle. Check with your insurer if you are uncertain.



Concession Recoupment Fee
Some Airports charge a fee for conducting car rental business in the airport terminal or consolidated rental car facility. The fee is added to the rental charges, collected by Payless and remitted back to the airport authority.

Customer Facility Charge
A Customer Facility Charge may be imposed by an airport to offset the cost of operating a consolidated rental car facility located and maintained on airport property. The fee is added to the rental charges, collected by Payless and remitted back to the airport authority.

Debit/Check Card

Debit and check cards are always accepted as a form of payment at the end of the rental (once the vehicle has been returned). Please check individual city policy to determine whether or not they are accepted at the time of rental for qualifying.Keyword: PAYMENT INFORMATION


Driver’s License

Renter and any authorized driver(s) must have a valid driver’s license in their own name. The driver’s license must be valid for the entire rental period. In addition, international renters/authorized driver’s must have a valid driver’s license from their country of origin. A valid international driver’s permit will be required if license of origin is not in roman alphabet, and valid passport must be presented.


Driving Record

Payless Car Rental may perform a driver’s license check and may deny a rental car based on a negative driving record.


Driving Restrictions

Local rental and state restrictions may apply. Under the terms of the rental agreement, the rental vehicle will be confined to a certain area and that area will be defined on the rental agreement. Most vehicles are confined to the state in which they are rented. Sometimes that area is not attractive to numerous rentals and the confinements may be expanded to a larger radius. Energy Recovery Fee

A separately stated nominal Energy Recovery Fee will be assessed at select Payless locationsThe daily fee is imposed to offset the rising energy costs related to our business.  Where assessed, the fee will be included in the total price quoted at the time of reservation.


Fuel Policies/Charges

OPTION #1 BUY A TANK, The vehicle is rented with a full tank. You may purchase a full tank of fuel at the time of rental and bring the vehicle back with fuel at any level. Credit will not be issued for unused fuel.

OPTION #2 WE FILL THE TANK, The vehicle is rented with a full tank. You may bring the vehicle back full to avoid a charge or Payless will refuel your vehicle based on the miles driven or level of the tank. A refueling service fee will apply per gallon.

GPS Tracking
Some rental operations may utilize a device that monitors the use of the rental vehicle.  The use of the product, if applicable, will be disclosed at time of rental.

Insurance Covered by my Credit Card

Your credit card may cover your responsibility for damage to our vehicle. However, that coverage is almost always secondary or excess to any other coverage you might have, such as your own auto insurance policy. In the usual case, credit cards wind up covering only the deductible on the collision and comprehensive portion of your personal auto policy. To be certain, you must check the terms of your credit card agreement.


Liability Insurance, Compulsory

All USA and Canada rental operations are either insured or self-insured to provide:
- state/provincial minimum liability insurance requirements
- in Canada national government requirements, if the Payless location is an official government travel supplier. Payless locations in all other nations are insured to provide the minimum insurance, if any, as required by that nation. Please refer to individual location policy.


Mechanical Problems

Mechanical problems must be reported to the rental location.

The Authorized Driver must possess a valid driver’s license and be at least age 25, unless a lower age is required by state law. There is no fee for an Additional Authorized Driver under these circumstances. When making a reservation, the person with disability needs must identify him/herself as visually or physically challenged and that a driver is being provided. Both the person for whom the needs are requested and the driver must be present at the time of rental transaction.

No Shows
A “No Show” is a customer that has a confirmed reservation but does not cancel or “show up” at the rental counter. Charges for some vehicles may apply if the reservation is not cancelled at least 24 hours in advance of the pick up time. Please cancel your reservation in the same manner as you made it, i.e. phone or on line Travel Agency to avoid “no show” charges.

One Way Rentals
A one way rental occurs when a vehicle is returned to a location other than the renting location. One way rentals are not available at all Payless locations, please inquire when making your reservation. Available car types may vary by participating locations and “drop off “ fees or mileage charges may apply in addition to general rates.

Parking Tickets, Traffic Violations and Tolls
Parking tickets, traffic violations and tolls are the responsibility of the renter. At some Payless locations, a third party subrogation company may be utilized to recover any fees associated with unpaid violations. A service charge in addition to the cost of the violation may be assessed to defer the cost of collection.

PAI/PAC

PAI/PAC is an optional accidental death and medical insurance policy offered at most Payless locations. Coverage is extended to you and your passengers according to the terms and conditions of the policy. PAI/PAC can be purchased for , an additional charge per day or partial day of the rental. PAI/PAC benefits apply to vehicle accidents only.


PEC

PEC is an optional coverage for your personal belongings those of your immediate family members traveling with you. PEC is offered at most Payless locations, and can be purchased for a small additional charge per day.


Personal Policy Auto Coverage

Every Payless car is rented on the assumption that your personal auto policy will cover all liability claims for injuries to others that you cause. This keeps our costs down and we pass that savings on to you in the form of competitive prices. To find out if you need to provide proof of insurance, refer to your specific location policies.


Privacy Policy
Customer privacy is very important and taken very seriously with Payless Car Rental.  It is our policy that customer mail or e-mail information will not be shared with 3rd parties except in the case of contracted partnerships for the purposes of providing added benefits to our customers. Proof of Insurance

Program Blackout Dates

The following dates are recognized by Payless Car Rental as official blackout dates. These dates are when special rates or promotional offers to include certificates/coupons may not be applied.

Rate Guarantee

Rates are guaranteed as initially confirmed. Rate is subject to change if the reservation is modified in any regard.


Rental Qualifications

All drivers must meet the renting location’s minimum age requirements, have a valid driver’s license, clean driving record, and present a major credit card in his/her own name at the time of rental. See also age , driver's license, driving records, and credit cards.

Reservations

It is the policy of Payless to have the confirmed vehicle available for calendar day of the scheduled arrival.  If your reservation is for arrival within the last hour of operation and your flight is delayed, the location is required to remain open for an additional hour to accommodate late arrivals.   Should you arrive after this time, Payless will hold your vehicle for pick up until 9:00 am the next morning. 


Supplemental Liability Insurance (SLI)

Liability coverage included with each rented vehicle is limited to the minimum coverage permitted by each state. In some cases, total coverage may only be as little as $10,000. Your own personal auto policy may also be similarly limited. SLI increases your liability coverage to the amount specified on your policy, up to $1 million combined single limit for each accident. This coverage greatly expands your liability protection, perhaps even beyond your own personal auto policy. SLI covers injuries to persons and property you damage while driving the rented car. It does not cover you or passengers in the rented car. Restrictions apply, ask for a copy of an SLI brochure at the rental counter.


Special Equipment / Disabled Drivers

Special equipment for the disabled driver is provided at no additional fee. A minimum advance notice of 72 hours is required. Equipment may vary in operation type, being either pull or push type. We may not be able to supply hand controls for all makes and models of vehicles. We may not be able to provide disability equipment that is either permanently installed or involves permanent alteration to a vehicle, such as left-foot gas pedal extensions.

We do not have permanently modified vehicles such as wheelchair-driver position or ramp-access vans. Between an airport terminal and the rental office, ADA access transportation may be provided by services other than Payless. This service is provided at no additional charge or increase in rental rate.

Drivers for the blind or those whose equipment needs can not be met may drive a car as an Authorized Driver for the person to whom a vehicle is rented. The Authorized Driver must possess a valid driver's license and be age 25. There is no additional fee for an Additional Authorized Driver under these circumstances.

Upgrades
Payless guarantees the reserved vehicle category. If the category is not available at the time of rental, a vehicle in a higher category may be substituted at the confirmed rate.

Vehicle Hold

It is the policy of Payless to have the confirmed vehicle available for calendar day of the scheduled arrival. If your reservation is for arrival within the last hour of operation and your flight is delayed, Payless will hold your vehicle for pick up until 9:00 am the next morning.
